The Care and Crisis Helpline is a program of the Orleans and Genesee County's Mental Health Departments. It is a free and confidential, 24/7 crisis helpline answered by skilled “listeners.” It provides a safe and non-judgmental source of support for individuals in any type of crisis.

The mission of the Orleans County Health Department is to empower county residents to achieve optimal health, wellness and safety, both individually and as a community, through innovative leadership, advocacy and education.

The Orleans County Public Health Department works every day to ensure the safety of the water we drink, the food we eat, and the air we breathe. Members of a community may not always see the work done by local health departments, but people live healthier lives and are safer because of the work of local health departments.

THE EMPLOYEE IN THIS POSITION is responsible for coordinating individual patient care and for performing nursing services requiring substantial specialized judgment and skills.  Performs professional nursing services in the care and treatment of patients.  Work is performed under the general direction of a supervisory level nursing position and in accordance with a prescribed nursing care plan.  Does related work as required.

  • Position will work collaboratively with Department of Social Services
  • Become knowledgeable about the Child Protective Services (CPS) process and requirements
  • Accompany CPS and preventive caseworkers in the field to visit with identified families and/or provide direct consultation with CPS/preventive caseworkers regarding families who might benefit from substance abuse screening
  • Conduct screenings for adults and/or children for early identification of substance abuse treatment needs
  • Assist in the development, implementation and monitoring of the plan of safe care for any infant born and identified as being affected by substance abuse or withdrawal symptoms or a Fetal Alcohol Spectrum Disorder
  • Provide clinical assessments and documentation to support the CPS process
  • Use knowledge of resources within the local district to provide referrals for identified children and/or adults who may need ongoing services

MINIMUM QUALIFICATIONS: Graduation from a school of nursing approved by the State Education Department from a course approved by such department as qualifying for Registered Professional Nurse.

Special Requirements for Acceptance of Applications:  Eligibility for a license issued by the State of New York to practice as a Registered Professional Nurse.  Possession of the license at the time of appointment. 

Salary for this position is per the CSEA contract.


The Orleans County Public Health Department helps create and maintain conditions in communities that support healthier choices in areas such as diet, exercise, and tobacco. They lead efforts that prevent and reduce the effects of chronic diseases, such as diabetes and cancer. They detect and stop outbreaks of diseases like measles, tuberculosis, and foodborne illnesses. They protect children and adults from infectious diseases through immunization. The Orleans County Public Health Department also conducts programs that are shown to effectively make communities healthier. Some programs include: 

  • Environmental Health - Enforce health and safety laws having to do with food, lead, animal bites, drinking water, sewage, children’s camps, campgrounds, public swimming pools / beaches, migrant labor housing, hotels, sale of cigarettes to minors and smoking indoors
  • Health Education - Promoting health, safety and healthy lifestyles. Services are provided through free resources & referrals, public programs, speakers, in-service trainings, social media, etc.
  • Public Health Emergency Preparedness / VALOR - Works towards a prepared and resilient community through planning, drills and exercises under the Public Health Emergency Preparedness Program. Responds to existing and emerging public health threats. Oversees Orleans County VALOR Medical Reserve Corps.
  • Public Health Nursing - Control & investigation of diseases that are able to be passed from person to person, Sexually-transmitted infections, HIV/AIDS, confidential testing and/or follow-up for TB, Lead poisoning prevention, immunization clinics, flu clinics, maternal & child health visits. When Needed and Ordered by the Health Care Provider, certain Public Health nursing services may be provided in the home. 
  • Weights & Measures - The purpose of the Weights and Measures Department is to stand between the buyer and seller to see that the interests of both are safeguarded.
